Mission Statement
It is the mission of the Lycoming County Disaster Communication Service (DCS) to provide, and to coordinate supplemental emergency radio communications, during times of disaster and other public service needs, in support of the activities of the Lycoming County Emergency Management Agency.
Objectives
Provide a pool of trained communication personnel to perform disaster and public communication services.
Develop, administer, and maintain the Disaster Communications Plan.
Maintain an inventory of county owned equipment issued for amateur use.
Deploy communications equipment and personnel when required.
Maintain member training and equipment database.
Maintain equipment in a high state of readiness.
Document and maintain records of activities.
Provide frequent training for all members.
Conduct public relation activities.

Lycoming County Disaster Communications Service DCS Members support the following Amateur Radio programs and activities:
RACES
The Radio Amateur Civil Emergency Service (RACES) is a Federal Government radio service using Amateur Radio stations for civil defense (emergency management) communications during periods of local, regional, or national civil emergencies.
ARES
The Amateur Radio Emergency Service (ARES) was created by the American Radio Relay League (ARRL) to form a single facility for rendering continuous service to the public by forming a pool of volunteer Radio Amateurs who have registered their services to provide reliable primary or secondary communication links for government or private agencies in time of emergencies, and to provide other public service communications.
SKYWARN
SKYWARN is a program of the National Weather Service that is designed to provide a pool of trained volunteer weather observers to provide the NWS with local on-ground reports of current weather conditions.
Ways You Can Help Others Through Amateur Radio
Conduct public education activates to advance public awareness of amateurs and their importance to our community.
Help to develop and provide educational training and updates concerning Amateur legislation.
Be part of a friendly social atmosphere aimed at good Amateur Radio operating principles and an atmosphere of cooperation.
Learn to use new technologies such as repeater systems, slow scan TV, digital systems, and APRS.
Operate County owned Amateur Radio equipment from a shelter site, or the Lycoming County Emergency Operations Center.
Help maintain the DCS training, information, and membership databases.
Help support the Lycoming County DCS Web Site and newsletter.
Provide your knowledge and experience to beginning Amateurs.
Assist with traffic handling in state and/or national systems.
Report severe weather from your home, mobile, or work.
